Abstract
The article substantiates the necessity and special relevance of intellectual investments for the system of combating terrorism in the context of hybrid information threats. It was noted that one of the promising areas for the formation of strategies to counter the hybrid calls could be a kind of composite style of forming a symmetric response. The prerequisites for the intellectualization of the anti-terrorism system and the increasing role of education as the basis for the formation and development of intellectual resources, the creation and transfer of new knowledge into practice are considered. Given that the education system inevitably integrates with the special services, the question posed will contribute to a more effective exchange of knowledge, the introduction of more advanced scientific methods of antiterrorist protection, and the growth of antiterrorist competences not only of specialists in the anti-terrorism system, but also of civil society in general. It is proved that innovative concepts of countering terrorism require the formation of a new approach to the problem of human development, since the result of a modern antiterrorist operation depends not only on the level of professionalism of the staff of special units, but also on the behavior and reaction of the civilian population.
