The essence of independence of market regulation based on competition. The example of telecommunication

Abstract
The paper describes the role of market regulation when competition is far from being realizable. In the conditions of different forms of market (monopolistic competition, oligopoly, monopoly), for economic goals to be like the ones in pure competition the implementation of regulation principles, next to constitutive ones, is indispensable. High levels of efficiency in the relation within the regulation process need stable laws and professional staff. All that is achievable when regulator is independent.
