THE ESSENCE OF PREVENTIVE PLANNING OF THE ANTITERRORIST PROTECTION OF OBJECTS OF POSSIBLE TERRORIST ATTACKS

Abstract

The article is devoted to the problem of preventive planning of the antiterrorist protection of objects of possible terrorist attacks. The forming definition of the term «preventive planning» is based on the analysis of general planning process of any kind of activity and risk management methodology. The key stages of planning process are described. It is shown that a generic planning process may take the following form: problem structuring, identification and evaluation of alternative responses, implementation. Three philosophies of planning (formal, incremental and systemic) are compared according to how they are used to structure problems, to identify and evaluate alternatives and to implement plans. Through formal planning one narrows the scope of a problem in order to use quantitative models and optimization techniques. In case of incremental planning one uses «common sense» and qualitative reasoning to make small modifications of existing policies, relies on political bargaining and compromise to reach a consensus. Systemic planning is a broader approach in which one attempts to structure problem in terms of multiple intervening forces and relations among them. The description of three types of planning process (proactive, reactive and interactive) is also given. In particularly, adherents of reactive planning are concentrated on their ability to resolve the current situation. Proactive planners try to improve their prognoses about future changes. Interactive planners are focused on creating the future by designing a desirable present. As a planning process is a part of classic management process, the preventing planning is a structural component (stage) of risk management process. Accordingly, the emphasis is placed on highlighting key elements of risk management methodology, which comprises: 1) risk management planning; 2) risk identification; 3) qualitative risk assessment 4) quantitative risk assessment; 5) risk respond planning; 6) monitoring and control of risks. The article refers to the experience of Department of Defense (USA) related to planning antiterrorist measures for protection installations and personnel from terrorist activity. The antiterrorist plan contains all the specific measures taken to establish and maintain an antiterrorist program which has two phases (proactive and reactive) and includes all the elements and assessments of the risk management process, planning, training and exercises, resource generation and a program review. Accordingly, an effective antiterrorist plan accounts for all aspects of the antiterrorist program. The difference between preventive antiterrorist planning and standard natural disasters planning is also mentioned. As a conclusion, the preventive planning of the antiterrorist protection of objects of possible terrorist attacks is defined as a process of development preventive measures, based on qualitative and quantitative estimation of terrorist risk components, aimed at reducing (minimization) their magnitudes and rising the level of antiterrorist protection of objects of probable terrorist attacks.
