The essence, the role of the main approaches to the formation of intellectual capital a higher education institution, foreign experience

Abstract
The article examines the issues related to the main approaches to the formation of the intellectual capital of the university, the main forms of its support on the example of foreign experience. Various approaches to the interpretation of the concept of intellectual capital are proposed. It is revealed that the main guideline, using foreign experience, in reforming the higher education system, in Ukraine is to use new approaches to the formation of intellectual capital associated primarily with the distribution of budget funds in this area, taking into account the accumulated intellectual potential of the university. For Ukrainian reality, the intellectual capital of universities represents a key resource, expressed in the knowledge and competence assets of the faculty’s teaching staff, in the assets of the labor market that modern higher education is oriented to, in the assets of its infrastructure, which helps to stimulate and develop scientific thought, as well as ensure effective activities of universities in accordance with the economic requirements of the market. It is considered that foreign experience in the formation and development of intellectual capital of universities should develop in the following directions: close cooperation with the industrial and public sectors of the economy; the successful application of new scientific and practical ideas that are research in the long run and depend on both private and academic investment; financial support of the university, creation of new directions and priorities in business and economy; the central place in the development of the intellectual capital of universities is the role of the state in foreign countries and its funding research and development work.
