THE ESTIMATION OF INTERBRANCH STAFF COMPETITIVENESS OF AGRICULTURAL ENTERPRISES

Abstract

The output of the agricultural sector in a leading position in the national economy cannot be achieved without ensuring the enterprises by competitive staff. However, the conditions formation and the program measures development to increase the staff competitiveness of agricultural enterprises require a realistic estimation of characteristics employees development level, including in interbranch aspects. The article proposes the technique of such estimation, based on the calculation of the integral index of staff competitiveness, covering criteria of quality, working capacity, effectiveness, professional prospects and motivation of employees. The methods of theoretical generalization, abstract and logical, statistical and economic, graphics are used to study the problem. As a result of application of the developed method, the average quantitative values of characteristics of farm workers are defined and their correlation with such indexes by other economic activities is analyzed. The integral coefficients of personnel competitiveness are calculated and its cross- industry comparisons are made. It has been established that the rank of agriculture for this indicator is mainly provided through parameter "effectiveness". Other components are significantly below average level. In future, the methodological approaches, which are described, can be used to assess the staff competitiveness at the internal level of branch or firm. It will provide comprehensive information needed to effective human resource development strategy in the agrarian sector.
