THE ESTIMATION OF STATE FINANCING FOR TOURISM DEVELOPMENT IN UKRAINE

Abstract
In the article the process of financing for tourism and the uses of funds from the state budget of Ukraine and the budget of the Crimea are studied. The study purpose is the estimation of state financing for tourism development in Ukraine in general and in particular in ARC. Achieving the study goal is based on the results of the use of 1) graphical method for analyzing the dynamics of the costs of activities to prepare for the holiday season from the budget general fund of the ARC, 2) regression method of mathematical statistics (study of relationships) for construct simple linear regression equation that adequately describes the relationship between the government collective spending and the direct contribution of Travel & Tourism to GDP of Ukraine. Results: the process of state financing for tourism development in Ukraine and the methodological approach to the estimation of the influence of the government collective spending for the direct contribution of Travel & Tourism to GDP of Ukraine are improved. Areas of application results are the public administration of tourism activity in Ukraine and the management of enterprises of tourism industry. As the result the problems are revealed, such as unstable funding of tourism in Ukraine and in particular in ARC from budget funds, the deficiencies in the documents, in which it is defined the procedure for use of public funds, et al. The recommendations for improvement of state financing for tourism development in Ukraine are made, such as it is necessary to make the transition system for collecting statistical information to the system of Tourism Satellite Account (TSA), to provide stable character of state financing of strategic goals, to increase the effectiveness of state financing by building partnerships the state with business, public organizations and high schools and others.
