THE FEATURES OF THE PROCEDURE FOR MAKING THE DECISION ON THE IMPLEMENTATION OF PROJECTS THE PUBLIC-PRIVATE PARTNERSHIP

Abstract
The article is devoted to the study of the procedure for making a decision on the implementation of public-private partnership, which has developed in Ukraine. All stages of preparation and implementation of state and business partnership projects were сomprehensively considered, among which: 1) proposals for the PPP implementation; 2) analysis of the effectiveness of PPP implementation; 3) making a decision on the implementation of public-private partnership. The author determined that each of the considered stages is imperfect and requires appropriate legislative improvement. It was noted that the main disadvantages are the deficiency of information for submitting a proposal for the PPP implementation; deficiency of system of criteria for project selection; the imperfection of the issue of initiating a partnership from the private partner; unformed of the list of objects that can be provided in public-private partnership; limited criteria for competitive offers evaluation; deficiency of control and monitoring system for projects. In order to overcome the aforementioned disadvantages, the proposals to improve the specific components of the PPP implementation mechanism were given by the author. It was concluded that it is not possible to change the situation fundamentally by improving legislation. It is also necessary to develop the appropriate institutional support of PPP in three main directions: improvement of legislation; development of the institutional environment for working out and implementation of projects; development of the mechanism for managing the formation and implementation of PPP.
