THE FIRST RESULTS OF THE EU-UKRAINE AGREEMENT ON DEEP AND COMPREHENSIVE FREE TRADE AREA

Abstract

The article discusses the current trends of foreign trade relations between Ukraine and the EU under conditions of entry into force of the agreement on deep and comprehensive free trade area. The features of the transformation of foreign trade regime of the parties under the provisions of Title IV of the Association Agreement "Trade and issues related to trade" are specified. It is revealed that, since 2014, EU-Ukraine trade liberalization have been taking place on asymmetric basis. By the end of transition period in 2026, Ukraine will keep higher level of tariff protection in trade in certain agricultural goods. The dynamics and structure of EU-Ukraine trade in goods and services are analyzed. The author emphasizes that despite the growth in bilateral trade flows in 2016, Ukrainian imports from the EU grows faster than its exports to European market. The key reasons for this trend are the raw material orientation of domestic exports and the dependence on imported finished products with high added value. To confirm the suggestions set out in the article, trade complementarity and revealed competitive advantage indices are calculated. Prospects of EU-Ukraine trade and economic relations development under conditions of integration processes are defined. The effect of tariff quotas on dynamics of export supplies of domestic agricultural products and processed food to the European market is investigated. It is demonstrated that EU tariff quotas are not restrictive for Ukrainian suppliers, even under conditions of imposing high import tariffs on exceeding amounts of goods. The main barriers to EU-Ukraine trade in goods and services are revealed. The author pays attention on restrictive nature of non-tariff barriers to EU-Ukraine trade, TBTs and SPSs in particular.
