Abstract
The counteraction of washing out of institutional structures, inherent individual nations and lying in basis of their genotype and natural public life is considered in the article. In most cases it becomes the consequence of weakness or insufficient effectiveness of institute of presidency, personality-moral and scientific-professional qualities of concrete country’s leader.
