Human resources are one of the most important resources on which the success of universities depends, in the sense that they raise efficiency. The effectiveness of the university is affected by several factors, some of them inhuman, such as equipment, technology and technology, as a basis for the pillars upon which the university builds its strategy, most importantly the scientific production factor at the university. The teachers and trainers at the university perform their scientific and practical duties and responsibilities to achieve a specific goal or methods and methods of teaching the known goals, and within the ethics and stability of strategies and policies, as well as determining the performance of these trainers and teachers at the efficiency level of the university, and renew their ability to carry out activities and prepare students to prepare them according to the goals Defined in a specific framework and planning and achieving the objectives set for them. Human resources management is, therefore, an important subject for the management of individuals in all institutions, especially in Libyan universities in particular and in the world in general. Besides, evaluation results serve as the basis for individual policy decisions and changes, such as changes in salaries, promotion and separation, identification of training needs, evaluation of the performance of trainers and teachers, and identification of strengths and weaknesses in performance.
