THE IMPLEMENTATION OF MODERN HUMAN CONSUMPTION MANAGEMENT BY THE TERRITORIAL CITIZENS ON THE BASIS OF INTER-MUNICIPAL COOPERATION

Abstract
One of the priority directions of local self-government reform realization is the improvement of the municipal services quality provided to citizens, as well as the more effective solution of local development issues, among which the issue of solid domestic waste management is major. The peculiarity of this issue is conditioned by an extremely unstable situation, which has developed in the territorial communities in the field of solid domestic waste management due to the low implementation level by local authorities of the requirements specified by Ukrainian legislation in the part of insufficient financing of development and maintenance of the industry objects, establishment of economically justified tariffs, rules for the provision of services for the disposal of household wastes and proper organization of the control by the transportation of household waste and landfills usage. As of today, territorial communities ignore the introduction of modern methods and technologies for household waste management, the reasons for which are not only the financial insolvency but also the lack of knowledge and understanding of how to solve the issues concerning solid household waste management in practice. That is why it is important to disseminate the positive experience of introducing modern solid waste management practices on the basis of inter-municipal cooperation, as an effective tool for the development of local infrastructure and enhancing the effectiveness of the relevant local governments.
