The Investment Ability of Ukrainian Regions in the Context of the Disclosure of Internal Potential Development

Abstract
The dynamics of investment in the regions of Ukraine in 2015 are analyzed in the article. A number of problems that impede the ability of regions to increase investment are determined. There is inadequate institutional support investment policy in the regions and at the local level; imperfect instruments disclosure internal potential of regions; decline in investment attraction because of the deterioration of the socio-economic situation and the fall of investment attractiveness of regions of East Ukraine through warfare in their territory; ineffectiveness of certain instruments to finance capital projects; inefficient distribution of investment, low returns on investment. In the article it is made propositions to central and local executive authorities and local governments to stimulate the inflow of investment resources and improving the investment climate in the region: the development of investment strategies for local authorities and their fossil embedded in national investment strategy; the formation of an integrated system of tools disclosing internal potential of the region; suspension drop in capital investment and outflow of foreign direct investment (equity) of the regions of Ukraine; efficiency instruments to finance capital projects; increase efficiency and improve the allocation of investment return on investment.
