The Khrushchev reforms: liberalization of the political system or an attempt to build a civil society? (the example of Ukrainian SSR)

Abstract

Khrushchev reforms were directed at leaving the country from the excesses of the Stalin era by reforming the political and socioeconomic system in the country. However, document analysis and study of the situation give reason to assume that in those years in fact there was a gradual formation of civil society. Instead simultaneously took place liberalization of internal party life, government agencies, institutions and organizations in the public sphere. However the efforts of then government showed illusory way of communist doctrine of building a new society. An outstanding feature of era was the attempt to raise primarily the production activity of the Komsomol and trade unions, as well as involvement in the management structures of the nonparty «asset», mainly among young people. For ordinary citizens this course often interpreted as a concrete practice of creating real foundations of communist society. The ruling nomenclature takes another position in view of the dangerous situation for her. In the article on the situation in the Ukrainian SSR revealed problems of definite process and highlights the diverse range of attempts to solve their by proven administrative methods. The author outlined the organizational principles and methods of party cadres and state. The main focus of this activity was to provide the necessary power directing the course of events. It is about results and consequences of de-Stalinization in the course, reforming the political system of the postwar era. The author describes the activities of the ruling nomenklatura, which it influence on the development of features of future society. In the article used as a public archive documents and materials from public repositories as well as information of periodicals, testimonies of participants of events and scientific literature mainly Ukrainian and Russian researchers. Attempts to «improve» a totalitarian society was doomed because of his inability to accept the objective a true democracy and efforts to maintain one-party governance, based on communist principles
