The law of territorial communities: state, problems, prospects

Abstract
The article discusses the problems and prospects of legal support for education, activities and cooperation of territorial communities in Ukraine. Relations between the terms "education", "reorganization", "affiliation" and "unification" are established. Specific example of attempts to unite territorial communities in chronological order is considered, in which there were several initiatives to implement such a function, depending on the subject of their identification - representative, local, governmental, parliamentary, which clearly demonstrates not only the imperfection of the current legislation, but also the lack of a stable system as internal relations between the central and local authorities, and the declarative nature of the external civil dialogue. The system of sources of law of territorial communities is defined, represented at the constitutional, legislative and sub-legal levels by normative legal acts regulating direct and adjacent groups of public relations in this area. It is proved that the concept of "territorial community" should be considered in two senses as general and as special. The ratios of the categories "forms of cooperation", "subject of the agreement", "terms of the agreement" in the cooperation of territorial communities are revealed. It has been established that the territorial community is the subject of such types of contractual relations - civil law, public-private partnership, concession, special investment and others.
