Abstract

Problem setting. The unstable economic situation in Ukraine requires a more efficient financial system. It is the imperfection of financial legislation in a market economy and the intensification of international economic relations that can lead to various kinds of financial crises and lack of effective financing of a number of important spheres of public life in our country. The scientific community is constantly discussing the prospects of development and improvement of the tax system in Ukraine, customs and financial legislation, the development of more effective mechanisms of legal regulation of banking activities. Analysis of recent researches and publications. The history of the development of financial, legal, financial and economic scientific views in the Russian Empire in the XIX century were engaged in such authors as K. S. Belsky, V. M. Pushkareva, S. I. Speransky, M. Raeff, O. O. Yalbulganov, O. P. Pogrebinsky, D. O. Pashentsev, O. M. Kozyrin, etc. The purpose of the article is to analyze the historical stages of development of the modern financial system and identify ways to improve for our country. Article’s main body. The article is devoted to the study of the historical development of the financial system, conducted a thorough analysis of financial-legal and financial-economic scientific views of leading scientists in order to summarize the characteristic and specific features of this subject and features of the formation of financial and legal science. The author identified, delineated and studied the stages and periods of formation and the most significant development and flourishing of scientific views on Finance, as well as the main features of each of them. Conclusions and prospects for the development. The analysis of the main stages of formation and development of financial and legal views points to the formation of financial and legal science as an independent branch of knowledge, which became possible due to the interdisciplinary nature of scientific research. The Foundation for the development of financial and legal theory and practice were the achievements in the field of political economy, cameralistics, as well as the theory of state and law. The significance of the latter is due to the fact that financial institutions are implemented in a specific form of political organization of society, in a specific legal space. The current law enforcement practice left its mark on the implementation of financial and legal concepts, including those developed by the Ministers of Finance.
