The Michel Temer government's foreign policy (2016-2018): changes towards legitimacy? A test of Charles Hermann's theory

Abstract

In Foreign Policy Analysis (FPE), one of the main goals of researchers is to classify and explain when and how changes in foreign policy may occur. One of the main works in FPE that tries to fulfil this goal is Changing Course: when governments choose to redirect foreign policy, written by Charles Hermann in 1990. Our paper proposes a test of the Hermann’s theory explanation to what constitutes and what causes changes in a state’s foreign policy. We will illustrate the test with an analysis of the differences between the foreign policies of Dilma Rousseff (2011-2016) and Michel Temer (2016-2018), and of the main causes of these changes adopted by president Temer. To achieve our goal, our work is based on discourses, diplomatic notes, articles in newspapers and bibliographical sources. We indicate that Hermann’s theory can explain both the existence of a change of behaviour in foreign policy and the main causes of this change.
