THE MISCALCULATIONS OF VERSAILLES-WASHINGTON SYSTEM OF INTERNATIONAL RELATIONSHIP IN THE ESTIMATES OF H. A. KISSINGER

Abstract
This article describes the estimates of well-known American diplomat and scientist H. A. Kissinger in point of arrangement of international system after World War I. H. A. Kissinger criticized the system of collective security, which was a result of Versailles-Washington system of conferences and especially a removal of the construction of a new world order two largest European countries Germany and USSR. The isolation of the defeated countries during the postwar settlement scientist considered as the main cause of World War II. As an example of arrangement of the world order after war, H. A. Kissinger cited the Congress of Vienna in 1815.
