The national innovative system under conditions of digitalization

Abstract

To undertake a policy of reformation, a country needs a large-scale innovative project, which would ensure strategic socio-economic changes as well as respond global challenges and expectations of a society. In social transformations, the key role belongs to a new model of the national innovative system. Recent research and publications analysis. Due to the transition to a new technoeconomic paradigm, which substantiates a large-scale digitalization of the economy and society, foreign as well as Ukrainian scholars introduce new scientific research and papers. Nevertheless, authors do not pay significant attention to the creation of a corresponding institutional innovative environment, in which these processes would be effective. Paper objective. The article objective is to disclose the essence of a conception of innovative systems and to substantiate their peculiarities under conditions of implementing results of the fourth industrial revolution and digitalization of the society. Paper main body. Over the past years, a matter concerned with forming and functioning of innovative ecosystems (IES) has been the most examined. The contemporary literature defines them as a set of organizational, structural, and functional components (institutions) and their interrelations engaged in the process of creating and applying scientific knowledge and technologies, which determine legal, economic, organizational, and social conditions for an innovative process and ensure development of innovative activity on the level of companies and sectors, as well as on the level of a region according to principles of selforganizations. Experience has shown that the digital economy has initially captured trade, a financial sector, agrarian industrial complex, and public administration. Digital technologies are implemented in industrial production, a health care system, local facilities, etc. However, to make this breakthrough, the national innovative system (NIS) of Ukraine requires certain changes, namely: shifting emphasis towards the use of principally new progressive technologies (digital and information communication technologies), the transition to manufacturing highly technological products based on the above-mentioned technologies; implementing effective organizational and managerial decisions in innovative activity, particularly development and implementing innovative business models in a process of creating contemporary digital infrastructure; forming new system of the interaction between the business, government, and society – social partnership aimed at development. Conclusions of the research. Analysing legislative frameworks and projects of digitalization implemented in Ukraine shows that there is a need to actualize efforts of the business, government, and society to expand digital technologies and to expedite forming the digital economy. Further researching peculiarities of forming the NIS being adequate to internal challenges and integrational desires of Ukraine should contemplate a principal approach to economic and legal mechanisms of regulation based on tools and methods manifesting the essence of development of an innovative process. The main abstract of the article Abstract. The article discloses the essence of the conception of innovative systems, determines, and substantiates their peculiarities under conditions of implementing results of the fourth industrial revolution and digitalization (digital transformation) of a society. The author has indicated issues related to development of the national innovative system of Ukraine and developed propositions regarding actualizing a process of forming its components, taking into account challenges stipulated by frameworks of the new technoeconomic paradigm.
