THE PARTICIPATION OF THE CHAIRMAN OF THE PEOPLE’S COUNCIL IGOR YUKHNOVSKY IN THE ADOPTION OF THE DECLARATION ON THE STATE SOVEREIGNTY OF UKRAINE

Abstract
In the article, based on the analysis of verbatim meetings of the Verkhovna Rada of the Ukrainian SSR, the personal contribution of the leader of the opposition bloc called People’s Council and Academician Igor Yukhnovsky into the process of formation and adoption of the Declaration on the State Sovereignty of Ukraine is researched. The elections to the Verkhovna Rada of the Ukrainian SSR in the spring of 1990 became an unprecedented incident in the history of Soviet parliamentarism due to the formation of opposition to the Communist Party. Founded and headed by Academician Igor Yukhnovsky, the People’s Council, despite the quantitative minority, was the engine that not only reflected and defended the interests of the state but also directed the activities of the parliament on the national front. I. Yukhnovsky recalled that the priority task for him and his associates was the adoption of documents of a state scale that would lay the foundations for the construction of a new independent state. Parliament of I (XII) convocation commenced its work on May 15, 1990, and shortly thereafter, on May 23, a number of issues appeared on the agenda, including the adoption of the Declaration on State Sovereignty of Ukraine (hereinafter referred to as the Declaration). On May 29, the Verkhovna Rada of Ukraine passed the Resolution “On the Political, Socio-Economic and Ecological Situation of Ukraine”, in which it was said that many vital issues were not resolved in the context of a centralized policy. The way out of the crisis – activity in the conditions of the political and economic independence of the republic. Consequently, the document concluded that it was necessary to adopt the Declaration. The Head of the opposition parliamentary bloc expressed his vision of the declaration in the program while running for the post of Chairman of the Verkhovna Rada of Ukrainian SSR: “The law on sovereignty, which we must adopt, should include the following basic points: land, its subsoil, and everything on its surface, the airspace and the sea coast within the republic are the property of the people of Ukraine, the laws adopted by the Verkhovna Rada of the republic are in force in the republic and the laws adopted by the Verkhovna Rada of the Union are valid after ratification by the Verkhovna Rada of Ukraine.” Thus, Academician Yukhnovsky put the jurisdiction of the Verkhovna Rada of Ukrainian SSR in the adoption of laws on the territory of the republic ahead of the jurisdiction of the Supreme Soviet of the Union.
