THE PERSPECTIVES OF CHANGING THE SYSTEM OF FUNDING CHURCHES AND OTHER RELIGIOUS DENOMINATIONS IN POLAND

Abstract

The Concordat between the Republic of Poland and the Holy See, which is presently in force, comprises provisions anticipating a change in the model of funding church institutions in Poland. Even though that objective hasn’t been fulfilled to this day, the need to modify the Polish system of funding the Catholic Church (together with other religious denominations) has lost none of its relevance. The most serious objections concern the existence of the Church Fund, which is granted yearly subsidies from the state budget and which partially subsidizes the social and health insurance of clergy, the renovation of historic churches as well as some kinds of welfare activities of religious denominations. On account of the wording of the provisions of the present Concordat and the Constitution, new solutions should be developed with the participation of appropriate representatives of the Catholic Church and other religious denominations. It is recommended that the Italian model of funding religious denominations should serve as an example for prospective Polish solutions. Although the model should not be adopted without reservations, on introducing some necessary modifications, it can become a perfect example of respect for religious freedom concomitant with respect for the secularism of the state.
