THE PLACE OF PRISON CHAPLAINCY IN THE FRENCH PENITENTIARY SYSTEM
Journal Title: Studia z Prawa Wyznaniowego - Year 2008, Vol 11, Issue 11
Abstract
The article consists of two parts. The first part concerns some theoretical issues pertaining to French prison chaplaincy, whereas the second describes the practice followed in the Marseille region. In the introduction the author delineates the issue of pastoral work in the French penitentiary system from a historical perspective and presents the evolution of the relevant regulations. Then the author discusses the organization of the French penitentiary institution, which supervises not only the execution of isolation penalties, but also probationary means undertaken at liberty. Subsequently, the individual treatment of the part of the prisoner population is indicated (including women and juveniles), and the questions of medical care and logistics concerning the external construction and management of prisons are discussed. Then the article describes the methods of penitentiary treatment by means of work, education, culture, sport and interaction with the outside world. The major part of the study is devoted to the issue of religious influence in penitentiary treatment. It concerns the issues of recruitment to prison chaplaincy, professional preparation for pastoral work and personal predisposition in that respect. The author quotes some figures concerning the number of chaplains employed, divided with respect to religion and salary. In addition, some information is provided about the peculiarity of pastoral care of the multi-confessional population of French prisoners and the participation of Catholics in the religious life of prison, including the sacramental life. The article also presents the author’s personal reflection on the religiousness of contemporary French people. The article concludes with a description of the religious life of prisoners from the Marseille region according to a Catholic priest and a lay volunteer, both of whom work in that region. Both point to the therapeutic rather than sacramental character of their activity, which follows from such expectations of prisoners towards their chaplains.
