The potential of League of Nations Health Organization in the fight against infectious diseases

Abstract

The present study sets the objective the consideration of the role of the League of Nations Health Organization (LNHO) in the fight against infectious diseases. Its creation in the aftermath of the First World War marked the beginning of a new era of international cooperation in the fight against infectious diseases. Due to a series of devastating epidemics of cholera and typhus, which were spread throughout Eastern Europe and led to the reduction of the population at that time, in Geneva in 1921, the Health Committee of the League of Nations was created. The Constitution of Health Organization was adopted in September 1923. In the next two decades in the competence of the organization were included the establishment of the Commission for sleep- ing sickness, the Commission of malaria, and the consideration of the issues on biological stand- ardization, housing, physical culture, typhus, leprosy and rural hygiene, etc. The states that are not members of the League, such as Germany, the United States and the Soviet Union, also took part in the Health Organization. An advisory committee and a secretariat provided by the medical department of the permanent secretariat functioned in LNHO as well. At the medical conference, organized by the League in Warsaw in 1922, plans to combat the spread of infectious disease in Af- rica, the Middle East, the Far East and the Soviet Union have been developed. The standardization of vaccinations for diseases such as diphtheria, tetanus and tuberculosis was supported through the establishment and the support of institutions in Singapore (Eastern Bureau of Epidemiological Information), Copenhagen (State Institute of Serum) and London (National Institute for Medical Research). When the health problems appeared, LNHO formed a link between governments. It also provided technical expertise and support they needed. International health issues were on the agenda of the League until 1939. The last conference Health Organization was held in Paris in 1938. LNHO was one of the forerunners of the World Health Organization, founded in 1946.
