Abstract

The research subject is theoretical and practical issues of local budgets formation system as a tool for territories socio-economic development. The research goal is disclosure and justification of the priority ways of improving the local budgets formation system in the economic transformation conditions. Research methods. The paper used a set of scientific methods and approaches, including systemic, structural, comparative, factorial methods which allowed the realising conceptual integrity of the study. Results. The article reveals the economic essence of local budgets as a tool for territories socio-economic development. The author has defined the priority ways of improving the local budgets formation system in Ukraine in the economic transformation conditions. The analysis and evaluation of revenues and expenditures of local budgets have conducted. Field of the results application. Local budgets. Local budgets formation in the financial and economic regulation system. Conclusions. The local budgets are the important component of public finances. Their balance and optimality are a prerequisite for the economic development of the administrative and territorial units. The level of the local budgets financial security effect on the structural changes in the economy and social sphere quite significantly. The budget system balance and the budgetary regulation impact depend on the quality and timeliness of decision-making on local expenditures and decentralisation of budgetary funds. Increasing living standards require strengthening the effectiveness of budgetary funds. It is important to implement the institutional approach to research of the local government financial support. It includes determining the characteristic features of its components and institutional environment which providing their functioning and relationships. The important task is to create the institutional conditions for the local budgets formation, the conceptual foundations determination, strategic and tactical goals and reform objectives according to the strategy of the country social and economic development. The development of the local government institute should play a leading role in the initiating changes in local finance. It should have the function of the system component for improving the indicated system and budget process.
