The problems of the existence of uncoordinated rules of law on the example of the International covenant on civic and political rights and the Convention for the protection of human rights and fundamental freedoms

Abstract
The article is devoted to the analysis of the problems of the existence of uncoordinated rules of law. The definition of “uncoordinated rules of law” is proposed. An example of the International Covenant on civil and political rights and the Convention for the protection of human rights and fundamental freedoms was conducted and discrepancies were found regarding differences in the rights guaranteed. The decisions of the European Court of Human Rights in separate questions concerning the interpretation of the Convention for the Protection of Human Rights and Fundamental Freedoms and other international instruments are analyzed.
