Abstract
The article considers the relevance of the industrial enterprises orientation for import-substituting and export-oriented production. Particular attention is paid to the role of small business in the formation of the gross product. Highlight positive aspects of the state socio-economic system provided support small businesses in terms of the of import substitution strategy implementation to to provide innovative development.
