The Role of PPP in Ensuring a Sustainable Development of Territorial Socio-Economic Systems

Abstract
The role of state partnership with a private sector in ensuring sustainable development of territorial socio-economic systems in a view of limited financial capacity of local budgets was grounded in the article. Orientation of the regional strategic plans only for using budget funds does not allow authorities to implement large-scale strategic projects that form competitiveness of regional socio-economic systems. Public-private partnership allows activate the inflow of investments to the regions which in turn will provide their socio-economic development and innovation in the long term. The purpose of the article is to deep a theoretical elaboration concerning the role of public-private partnerships in ensuring sustainable development of territorial socio-economic systems and suggests practical recommendations regarding local government's cooperation with private operators and the main components of evaluating the effectiveness of PPP projects from a government position. The authors used general scientific and special methods such as: scientific abstraction and concretization, theoretical synthesis, comparative analysis, comparison and analogy. The major issues of interaction between public and private operators that require legislative regulation in order to ensure the success and effectiveness of partnership were identified. The situation regarding the distribution of PPP projects on the scope and form of partnership in Ukraine and abroad was described. The process of interaction between local authorities and private operators at a regional level was considered. The basic components of the evaluation of PPP project from a government position were proposed. Appropriate algorithm provides a consistent assessment of public, social, environmental, fiscal and economic efficiency of project implementation.
