The scientific interpretation of the components conceptual construct “the state management of education modernization”

Abstract

The article highlights the definitions of the concepts “globalization”, “transformation”, “modernization”, “educational changes”, “educational reform”, “public administration of education”. The significance of the conceptual construct “state management of the modernization of higher education” is revealed and its theoretical foundations are defined. The comparative analysis of the state-managerial and pedagogical aspects of the problem implemented. Outlined the prospects for state policy on modernization process in the system of higher education in Ukraine. It is emphasized on the necessity of scientific substantiation of the categorical apparatus of the study of the features of state management of the modernization of higher education. It is emphasized that in the process of modernization, higher education of Ukraine should reflect national identity. In the context of European integration, the higher education system should ensure the continuity of the progressive movement, to carry out qualitative training of future competitive specialists. Public administration of higher education modernization «is an organized nationwide process of purpose-oriented development, adoption and implementation of mechanisms for organizational and coordinating influence on educational changes in the system of professional training of future specialists aimed at reforming education through the use of executive powers through the implementation of laws and monitoring of this a process aimed at ensuring social stability, economic prosperity and cultural development of the state, its competitiveness and national security internationally.
