THE SEARCH FOR THE IDEAL MODEL OF TRANSPORT AND TECHNOLOGICAL SYSTEM OF A PORT: COMPETENCY-BASED APPROACH

Abstract
The article is dedicated to the search for an optimal model for the development of a transport enterprise, on the sample of the sea port, in modern conditions. Dynamics of the global and regional markets, value chains, technologies, and trade roots call for new strategies combining private and public investments in ports. Countries that had actively invested in the development of port and other transport infrastructure later increased exports in times. The authors come to the conclusion that further deepening the specialization of Ukraine’s seaports in certain market niches will contribute to improving the efficiency of both individual ports and the domestic port cluster as a whole. Approaching to the ports as an infrastructure, we offer to make a wide use of the competency-based model in order to ensure the expanded reproduction of ports. Competency-based model is known to be one of the modern ways to improve ports’ competitiveness in many countries. This model has to be outlined in national and corporate strategies as a strong diversified link with universities and other educational and research institutions. It is also vital for port’s competitiveness to incorporate into their practice the finite-element method for the study of the integrated transport and technological port system and the solution of the task of a complex investigation of its processes and objects, and evaluation of the contribution of each element to the operation of the port’s transport and technological system. The main emphasis of the paper is on the ports of the Black and Azov seas and especially the specifics of the development of the Mariupol Sea Commercial Port, its positions within the ranking of regional sea ports.
