The South-South cooperation in the Government Lula ́s Foreign Policy (2003-2010)

Abstract

The present paper has the objective of analyzing the South South cooperation developed during the Lula government within the framework of the transformations occurred in the recent Brazilian foreign policy. First, the concept of South South cooperation is discussed and also its importance for the international insertion of the country. Afterwards, it analyzes the priorities and the projects aiming the developing countries, as well as it studies the case of the “horizontal cooperation” promoted in the IBAS scope. The principal hypothesis is that South-South cooperation developed during the Lula government has a flexible character, adapted to the multiple realities of the developing countries. Way further than the dimension of solidarity, the South-South cooperation of the Lula government had a pragmatic character, may that be used either to reinforce its strategic partnerships, to enlarge its presence in a diverse number of regions, or to expand its commerce.
