The specialized meeting on family farming of Mercosur (REAF): expansion or deepening of regional integration?

Abstract
At the beginning of the 21st century, there was an institutional review process in Mercosur, marked by the incorporation of several political and economic sectors to the institutionality of the sub-regional bloc, among which family farming in the scope of the Specialized Meeting on Family Farming (REAF). Therefore, this article conducts an study of the REAF as an experience of regional integration, with an analytical focus on the interaction dynamics between governments and rural organizations. We want to discuss the extent to which the characteristics of REAF show signs of pressure to overcome intergovernmentalism and create supranational mechanisms. Finally, we argue that the forementioned reform implemented in Mercosur has resulted in the proliferation of negotiating spaces without decision-making power, reproducing the intergovernmental logic of the 1990s.
