The Structure of Income of Local Government Units and the Implementation of the Principle of Financial Independence

Abstract
Territorial government perform specific public tasks. In order to implement them they were equipped with financial resources. The Constitution indicates that the local self-government units’ sources of income are their own incomes as well as subsidies and appropriated allocation from the state budget, whereas the detailed catalog of local self-government units’ incomes is specified in special acts. Income provided to local governments should be adapted to the scope of the public tasks entrusted to them, ensuring financial independence. The purpose of this article is to discuss the principles related to providing local governments with specific financial resources, with particular emphasis on own incomes as intended for financing own tasks. In the article there would be also carried an analyze of the catalog of the local self-government units’ own income as the basic local government unit and analyzes the structure of own income on the example of the City of Slupsk and the Municipality of the City of Slupsk.
