The subject-matter of realization of administrative law rules according to the autonomy of Ukrainian higher educational institutions’ organization and activity

Abstract
The research is devoted to the issues of the subject-matter of administrative law rules, determined by acts of law and regularities that define legal norms of the autonomy of organization and activity of higher educational establishments of Ukraine. Higher educational establishments of Ukraine are one at the governmental bodies which are estimated for preparing applicants for higher education for future professional activity in a state. Nowadays higher educational institutions of Ukraine do not have the autonomy for their organization and activity in the sphere of preparing the specialists of higher education for their future professional activity in a state in the future. As well, there is a function doubling with ungainly central administration, unsatisfactory organizational and legal, financial, academic and staff organization and activity in providing the Ukrainian higher educational institutions. For all the years of independence Ukrainian higher educational institutions have been being reformed and used with the aim of improvements. There have been done the arrangements, which are directly related to the lack of their proper scientific ground. The autonomy of the organization and activity of higher educational institutions is a necessary condition both for building a space of higher education in Ukraine and the modernization of certain training programs in modern conditions. However, there are issues of academic freedom and the search for an optimal balance between the government and the universities of Ukraine. Dealing with the problem of the autonomy of organization and activity of higher educational institutions in Ukraine demands a review of strategic orientations and approaches, viz the organization and activity of higher educational institutions in Ukraine in the education sector, namely: in market conditions; in a competitive environment; in terms of the information society; in terms of rapid technological progress. The autonomy of organizing and activity of higher educational institutions outlines the relationship between governmental, society and higher educational institutions of Ukraine. Notably the state has been building the system of higher educational institutions of Ukraine, has been doing investments in its own future, because this social sphere is challenged to meet the interests and needs of applicants of higher education in quality professional training, prepare for adapting in society life, to promote for forming of young citizen’s civic awareness and active life position in social and administrative legal process.
