The use of EU aid programs as a factor of local development – an example of the Kujawsko – Pomorskie voivodship

Abstract
The article is an attempt to balance the EU funds at the municipal level of the Kujawsko-Pomorskie voivodeship in the first full financial perspective (2007–2013). The analysis included the total of EU funds, with the allocation of direct payments, of programs aimed at the development of agriculture and rural areas (Rural Development Program, FISH OP), and the Regional Operational Program of the Kujawsko-Pomorskie Voivodeship and Operational Programs: Infrastructure and Environment, Innovative Economy, Human Capital. It has been shown that the level and structure of disbursement characterized by a strong spatial differentiation – are important for local development, so this issue should be a sine qua non for municipal planning papers.
