Theoretical aspects of government regulation of health care in Ukraine

Abstract
The purpose of the article. The health care is characterized as helpless to give quality and accessible medicare to the population, in the terms of the financial and political situation, the limited government funding Quality and availability of this medicare in a large measure are depended on efficiency of government regulation of health care. At the same time, from clear and scientifically - reasonable comprehension of essence of that or other concept at theoretical level, determination of principles and features of corresponding process and any sphere of scientific researches and efficiency of the conducted measures depend in the field of it. For this reason research of theoretical aspects of government regulation of health care is actual. Objective of the article – to analyse of theoretical principles of government regulation of health care and to develop of suggestions in relation to their improvement. Methodology of research. The objectives of the article implemented by using the following methods: analysis and synthesis, systematization and generalization. Findings. The necessity of government regulation of health care is reasonable and distinguished his features, tasks and principles. Attention is accented on the legal adjusting of health care and hisproblems. Suggestions are worked out in relation to perfection of government regulation of health care on the basis of the offered conceptual approaches. Practical value. Аs a result of research the difference of concepts “state administration” and “government regulation” are reasonable; the necessity of observance of principles of government regulation of health care is well-proven and certain contradictions of separate positions of current legislation are educed. Principles are described that it follows to use for application of government regulation of the investigated industry. The basic tasks of the marked process are distinguished as a result of analysis of normatively-legal base as basic instrument of government regulation. Making alteration to the legislative acts on the basis of the offered conceptual approaches of government regulationl of health care will allow to the state to improve the state of functioning of industry.
