THEORETICAL, ORGANIZATIONAL AND METHODOLOGICAL PRINCIPLES OF THE SYSTEM FOR INCREASING THE LEVEL of PROFESSIONAL COMPETENCE OF OFFICIALS OF SFS BODIES

Abstract
Purpose. The aim of the article is to highlight and analyze theoretical, organizational and methodical principles of the system for raising the level of professional competence of officials of SFS bodies. Methodology of research. The following methods are used to achieve the goal in this article: induction and deduction, theoretical generalization, monographic – during the study of scientific sources, in the study of legislative and other normative and legal acts on issues of professional training and qualification improvement of fiscal service officials; system-analytical and system analysis – to distinguish theoretical, organizational and methodical principles of the system for raising the level of professional competence of officials of SFS bodies; abstract and logical method – for generalization of theoretical positions, formation of conclusions and proposals. Findings. Some theoretical, organizational and methodical principles of the system for raising the level of professional competence of officials of SFS bodies have been considered and analyzed. The importance of using new principles, approaches and provisions to ensure synergy and emergence of the system for raising the level of professional competence of officials of SFS bodies is substantiated. This, as a result, will contribute to improving the quality of training, specialization and improvement of qualification of the personnel potential of the State fiscal service of Ukraine. It is determined that due to the modernization of the existing system for raising the level of professional competence of SFS officials and the further realization of this system one can safely expect the successful formation and development of SFS officials of professional and general competencies, qualifications and moral qualities. Originality. The scientific novelty of the obtained results is to substantiate the assumption for improvement and updating the system for raising the level of professional competence of officials of SFS bodies (improvement of the legal, social, economic, information and communication, vocational and professional training); formation of a complex of additional knowledge for the successful implementation of the tasks of the fiscal service and the development of skills and abilities for the effective performance of official duties that are necessary for professional development and ensuring the implementation of social and economic reforms aimed at transforming Ukraine into a modern European country. Practical value. The practical significance lies in the fact that the main provisions of this study in the form of theoretical recommendations can be used in the process of constructing a mobile, more flexible model of the system for raising the level of professional competence of officials of SFS bodies.
