Time Expenses Rationalization in the Basic Functions Implementation of the Innovative Viable Electronic Government

Abstract
The article presents the structure of information flows of the innovative viable e-government system and the structure with main dependencies of the economic-mathematical model which rationalize the time spent on the functions of the innovative, viable, e-government and is based on the process approach and system dynamics and allows to increase the functioning efficiency of the government apparatus in Donetsk People’s Republic.
