TO THE ISSUES OF THE THREATS OF BUSINESS SAFETY (PROBLEM SETTING)

Abstract
Problem setting. Based on the situation in the Ukrainian economy in recent years, against the background of external and internal factors that affect its state, the general negative trends that have emerged during its development, we can identify the key economic threats of the present time. Target of research. The purpose of this study is the attemption to identify the concept and key parameters of the classification of threats of state economic security. Analysis of recent researches and pubicatons. The following scientists have been studied mentioned issue: Agapov A., Ivanov E., Melnyk O. O, Reverchuk N.Y., Stiglits O., Chistokletov L. G., Pashnyuk L. and others. Article’s main body. In the most general form, threats of state economic security can be divided into external and internal. To internal threats we can attribute: • reduction of investment and innovation activity, destruction of scientific and technical potential; • increase of import dependence; • outflow of foreign currency resources from the country; • growth of external debt; • excessive openness of the economy; • criminalization of economic relations. Aside from the internal economic threats that, as we have seen, are danger to the Ukrainian economy, there are external threats that can not be ignored. Among them: • Ukraine’s energy vulnerability as a result of the state’s critical dependence on energy imports; • possible technological blockade, what is danger due to Ukraine’s lag in the scientific and technical sphere; • negative impact of world financial, including stock and currency markets on the financial market of Ukraine that has not been formed properly yet; • loss of markets in the far and near abroad (against the background of aggression of the Russian Federation) and some others. Conclusions and prospects for the development. Overcoming these threats will improve, in our opinion, the overall state of the state’s economy and will affect the development of the country as a whole. The fulfillment of this task is impossible without an integrated approach to solving existing problems, namely: the creation of a proper legal and regulatory framework that will stabilize the state’s economy and will help to move from consumption to the economy of development. Classification of threats to the busines security provides an opportunity to conclude the necessity to adopt the concept of economic security of Ukraine as a normative legal act and to introduce in this regard a number of normative legal acts regulating these relations.
