TO THE QUESTION OF THE LIMITATION OF HUMAN RIGHTS AND FREEDOMS IN THE CONDITIONS OF THE ACTION OF THE SPECIAL LEGAL REGIME

Abstract
The article investigates the concept of "special legal regime", deals with the issue of restricting human rights under the special legal regime. It was clarified that restrictions of rights and freedoms during the special legal regime, as a rule, do not apply to the basic rights of citizens; are limited in scope and time of action, are applied only on the basis of the relevant regulatory acts. It was investigated that the special legal regime means the possibility of legitimate restriction of the rights and freedoms of citizens and a temporary departure from the provisions of the Convention for the Protection of Human Rights and Fundamental Freedoms and the Constitution of Ukraine.
