Abstract
The article is dedicated to the study of problems concerning the development of a national system of identification of citizens of Ukraine, foreigners and stateless persons under the circumstances of global increase of terrorist threats, as well as formulation of criminalistic recommendations for solving such problems by reforming the legislation and introducing modern information technologies.
