Tourism Laws and Policies in Enugu State, Nigeria since 1960: Feats and Challenges

Abstract
Sustainable growth and development of the tourism industry, among other things, is a function of relevant and effective laws and policies. In Nigeria and some other developing nations, one of the major challenges of effective national development is poor legal promulgation and implementation. This has formed a major problem for the tourism industry over the years as questions have been raised over the functionality of existing laws and policies in the Nigerian tourism industry; even when the establishment of the Nigerian Ministries of Culture and Tourism, and the Tourism Development Commission in the Nigerian Constitution was geared towards sustainable growth and development of the tourism industry for national socio-economic gains. However, this paper was motivated by this background to make an appraisal of various tourism laws and policies in Enugu State Nigeria, with special considerations on their feats and challenges. This was made possible through quality ethnographic studies in the study area with key-informant interview method on purposively and conveniently sampled size from various tourism agencies and establishments in Enugu State.
