TRAINING THE SPECIALISTS IN PUBLIC ADMINISTRATION IN THE CONTEXT OF EUROPEAN INTEGRATION OF UKRAINE

Abstract

Background. The article substantiates the necessity of providing public autho­rities with highly qualified and competent specialists of public governance (administration). The necessity of qualitative selection of state order executives for training Masters according to the specialties of the field of knowledge «Public Governance and Administration» was determined. The aim of the article is to provide analysis and determine prospects for the development of institutions of higher education in the training of specialists in public governance in the conditions of European integration of Ukraine Materials and methods. The theoretical and methodological basis used to achieve the purpose of the article is the Strategy of the Public Personnel Policy, the materials of the National Agency of Ukraine for Civil Service, international educational projects and programs, statistical and analytical materials of the Ministry of Education and Science of Ukraine, the State Statistics Service, internal regulations of the Kyiv National Trade and Economic University. Results. The analysis of training of specialists according to the field of knowledge in institutions of higher education at all levels of training for 2018-2019 is conducted. The growing dynamics in the training of specialists in the field of knowledge «Public Governance and Administration» among other branches and the growing demand of this branch in the preparation of the third educational level (rating by number of persons) is defined. The peculiarities of the formation of the contingent of students of the specialty «Public Governance and Administration» of the Kyiv National University of Trade and Economics and the competitive advantages of the educational program are determined. The possibilities of development for gaining professional competencies for specialists on public governance in conditions of implementation of educational European programs and projects are analyzed. Conclusion. The directions and forms of cooperation between the education system of Ukraine and the European Union, the fields and areas of support in the system of covering the priorities of educational reforms of Ukraine are determined by the projects of international technical assistance for the growth of internationalization, the introduction of new forms of educational services and modern competencies in the training of specialists in the field of public governance and administration.
