Transformation problems of immigrants from Donbass: from Social Welfare to Resource of Development

Abstract
The state of migration processes in the world and the place of Ukraine are estimated. The results of solving the problems of internally displaced persons for 2014-2017 are summed up. Positive transformations in the life of IDPs are justified. The shortcomings of the institutionalization of the solution of IDP problems are analyzed. The results of an expert survey on the problems of using IDPs as a resource for the development of tergromad, the region of the country, are summarized. Recommendations and proposals on improving state and regional policy regarding IDPs are justified.
