TRANSPORT AVIATION IN CRISIS RESPONSE OPERATIONS

Abstract

One of the first application of the cargo military aviation in combat environment took place in Mesopotamia (nowadays Iraq) in the end of 1915 and the beginning of 1916. At this time, The British Expeditionary Force Division (25 000 troops) has been defeated and surrounded in vicinities of Kuta al Almara by Turkish militants and the aerial (air) channel was the only one to support supplies delivery. But the concept of the air transport has been further developed in an interwar time when a number successful projects of the cargo aircraft has been endorsed and accomplished. At the same time, this type of the aircraft (cargo) and aircraft transportation capabilities focused attention of the military bodies that lied the pavement to create independent military aviation service. Nowadays, air transportation is deployed in all categories of military activities; in a war time, crises management operations, while in most of the cases, during humanitarian operations it constitutes the only mode of help delivery to the conflict or natural disaster zone. Military cargo aviation is used mainly to transport troops and different type of load which can be delivered to the zone in a landing operation mode. It provides civilian population, military troops and the equipment evacuation capabilities from the dangerous zone. It might be also a tool for trust building between conflict parties. Aircraft crews transfer VIP’s and delegations, negotiating peace solutions and conflict termination terms and conditions. Military Forces of the Republic of Poland must be prepared to support civilian authorities in crises situations. Military resources deployment in such a situations is based on the art. 3 para. 1a of the Law on the Military Service. It has to be underlined that the deployment of military force in non-military based crises situations on the ter-ritory of the country is justified only in case when all the other services and civilian forces has been already used with maximum capabilities or effectiveness of it has been non satisfactory. It might be predicted that in case of the crises on territory of the country, cargo aircraft will be used to transportof civilian population or different type of loading (including humanitarian aid) in unplanned mode, requiring immediate reaction, when time is a key factor. The same situation might happen in MEDEVAC operations. Nevertheless, air transportation will not be that important as it takes place during Crises Response Operations abroad/oversees.<br/><br/>
