Abstract

Globalisation has caused many changes and transformations in many fields. one of these fields is undoubtealy public management. Especially after 1980 s,with the idea of, shrinking the goverment, efforts to fulfil the services have to be given to the citizens by the goverment, more effectively, productively and rationally have increased. So, the goverment has started to adopt a working strategy like private sector in its services. On this matter it can not be said that an exact achievement in publicmanagement has been obtained. In our public management, although so many changes have been accomlished in many fields, it is clear that çivil servants have a big impact on the offered services not to reach expected level. In the World, knowledge is increasing everday, also the citizens’ demands are increasing in the some way. So, civil servants have also important dties; updanting their knowledges and becoming a qualified worker of them coming first
