Türkiye'de Sağlık Sektöründe Kamu-Özel İşbirliği Modeli: Paydaş Görüşlerine Dayalı Bir Alan Araştırması

Abstract
On the subject of the public-private partnership model’s implementation into integrated health campus projects; by determining the views and evaluations of stakeholders. Quantitative and qualitative research methods were utilized in the study. After picking the purpose sample, related bureaucrats and experts from the Ministry of Health, Social Security Institution, Ministry of Development, Ministry of Finance, nongovernmental organizations, other state institutions and organizations have been approached. İn the research 97 people were applied to a survey. According to this, 23% of participants suggested that buid-oprate-transfer was priority method for entegrated health campus. Also 21 % of participants suggested that buid-hire-transfer was a priority method in city hospitlas in Turkey. Some participants emphasized that in order for public - private - partnership model implementations to have success, projects must be well-designed to begin with; thus the project will mostly fail if there is a lack of a properly prepared feasibility study at the beginning and if the required transparency is not reached in contracts. Participants in this study indicated that financial, operatinal, market and income, enveronmental risks in respectively were risk factors in city hospital projects.
