Abstract
In every country all citizens are entitled to a number of citizen rights. In order to protect those, it is necessary to establish a suitable institution whose mission will be to guard those rights and their execution. The first institution of Ombudsman was created in Sweden in 1809. Since then almost every country in the world has established the office of Ombudsman to grant their citizens proper and dignified execution of their rights. Although in each one of these countries the Ombudsman works somewhat differently – from the name itself to competences – it is always established with the same intention. In Poland the office of Ombudsman is regulated by the Constitution and The Act of Ombudsman. Those acts settle all matters associated with Ombudsman and – in order to make the office the most efficient – grant it a wide scope of competences. Due to the importance of the office, it is crucial for the appointed candidate to represent knowledge, respect and selflessness.
