Ukraine's power station coal production pattern and potential

Abstract

It is established that Ukraine has to import power station coal due to the decline in coal output in Donetsk and Luhansk oblasts caused by combat operations and the resulting decrease in coal reserves at its thermal power plants. Currently, fuel bases are undergoing changes, and, as a result, domestic production is expected to decline. The Ministry of Coal has to import more coal as an alternative to the locally produced anthracite coal to ensure the stable operation of the Ukrainian electric power system. Against this background, some scenarios have been developed to provide the thermal energy sector with domestically produced coal. In particular, three scenarios - optimistic, base-case and pessimistic - have been proposed for the mining facilities and coal-preparation plants to supply the Ukrainian TPPs with finished coal products. It has been established that the production potential of the coal-preparation plants located in the area controlled by Ukraine would be sufficient to provide the required volumes of coal concentrate. In general, the existing situation is not contributing to achieving the 0.7-0.75 ratio of being provided with coal-upgrading capacity, even if the lacking capacities of coal-preparation plants operating in the electric power sector were compensated for by the plants producing coking coal concentrate subject to relevant redirection of the existing logistic flows for produced coal.
