Use of biomedical animals for special and anti-terrorist operations

Abstract

Separate directions of using dogs as "bio-detectors" for special and anti-terrorist operations have been analyzed. The article points out that the complexity of the disclosure and investigation of terrorist acts involving the use of weapons, ammunition or explosives is due to the following: the rapid development of new developments in the field of weapons; the weakness of the control system for the movement of arms, ammunition and explosives along the line of delineation between the Armed Forces of Ukraine and terrorist groups in the east of the country; significant influence of the operation of the joint forces on the socio-demographic structure of society; the growth of stressful and psychological stress on people, the emergence of panic sentiments, generated by the presence of negative military, economic and social factors; the activities of military-type informal associations; an increase in social tendencies towards the violent resolution of conflicts, the spread of cruelty and violence; low coordination of actions of power structures during antiterrorist operations; availability of an extensive database in the open arrays of the Internet for the creation and use of weapons and explosive devices; availability of freely available means of so-called "dual" use, which can be used as components for homemade explosives; the significant spread of websites on the Internet with extremist ideology, etc. For organizations and the effective conduct of a full-scale anti-terrorist operation, coordination of the various forces of law enforcement, military and civilian bodies is necessary. One of the important interacting units is the cynological service. The effectiveness of using bio-detectors for detection and subsequent neutralization of explosives depends on the implementation of an interconnected set of measures, which include: first, their careful selection; secondly, a special technique for training special purpose biological detectors for explosives; thirdly, the corresponding training of dogs-biodetectors, which was analyzed in the article
