VALUE OF SOCIAL POLITICS IN STRUCTURE OF PUBLIC POLICY OF UKRAINE

Abstract
From the moment of Ukraine independence acquisition and proclamation of it as social state, all greater value is acquired by forming of the effective economic politics of the state sent to providing of deserving level of labour, and also achievement of general stability and solidarity in society. Without regard a constitutionally certain social character of the state in Ukraine, implementation its social functions are characterized considerable contradiction. In inability of decision of social problems absence of approach of the systems resulted to forming of public social policy, state social guarantees, modern tool, choice of priorities of social politics and mechanisms of her realization, and also conceptual incomprehension of social constituent and practical separation of understanding "economic" and "social". Social aims actually departed on the second plan comparatively with economic, administrative and political priorities. Advantage is got mainly to transformation to the economic institutes, and not spared the aims of social development, increase of level and quality of life of citizens the proper attention. For this reason, the aim of research of this article is the correlation of social and economic politics. In our view, just the same approach must result in forming of clear, reasonable and effective politics of the state. Thus, economic state policy needs rethinking of new principles of construction. Foremost, the clear understanding of concept of social constituent of economic politics of the state is needed; a location and role of social politics is in the structure of public policy. In fact to examine social and economic development of country separately is not faithful and effective. Necessary clear understanding, that economic politics of the state not only must be social oriented, and responsible and socially successful. Actions from the side of the state must be clearly certain, to answer the aims of economic politics, to have the valued and quality descriptions.
