ВЕРИФІКАЦІЯ ТЕХНОЛОГІЇ ЕКСПЕРТНОГО ВИЗНАЧЕННЯ УСТУПКИ МІЖ ВАРТІСТЮ ТА ЕФЕКТИВНІСТЮ СИСТЕМИ НАВІГАЦІЇ ТА УПРАВЛІННЯ РУХОМ

Abstract
The analysis of modern navigation and navigation systems suggests that the concept of building these systems is based on the use of modern equipment in conjunction with modern systems after the modernization of the existing equipment. Therefore, the task of multicriterion optimization of the structure of navigation systems and control of a ship by the known characteristics of existing subsystems is actual. Multi-purpose optimization results are better than single-use results. The main differences are in determining the scope of compromises; defines the principle of optimality or the scheme of compromise; normalize the criteria or bring them to a single scale of measurement. The decision of many problems in the theory of designing is formalized by the optimization algorithm in the conditions of constraints given by the technical characteristics and a number of uncertainties. Among the uncertainties are, above all, multicriteria - the presence of many indicators of efficiency, heterogeneous in terms of physical content and the degree of importance. In such situations it is customary to talk about the uncertainty of purpose. The article presents the peculiarities of verification of the technology of expert determination of the concession between the cost and effectiveness of the proposed navigation system and traffic control.
